The Filctem-Cgil, Femca-Cgil and Uiltec-Uil labor unions have presented their platform for the renewal of the National Collective Labor Contract (CCNL) for the Gas/Water sector for the triennium 2025-2027. During the presentation, they gave an overview of the current state of the gas and water sector in Italy and stressed the importance of continuing on the path set by previous contract renewals. This includes maintaining the dual contractual structure composed of a national contract and company-specific agreements.
A notable change highlighted in the platform is the improvement and alteration of the current classification system. From a work schedule standpoint, it’s necessary to reduce the working week from the existing hours to 38 hours, ultimately reverting the changes made in 2002. The platform also proposes a review of business travel and employee transfer regulations, and emphasizes the need for changes regarding health, safety and environmental aspects.
Regarding availability, the unions suggest including additional paid rest days when workers exceed a certain threshold, checked on a quarterly basis. They also call for increased compensation for remote work and compensated rest periods for any work done, especially between midnight and 6 am. Approval of shift allowance for services provided on weekly rest days which fall on a public holiday is also part of their proposal, exceeding the letter exchange that took place on May 22, 2017.
The platform also highlights employment and job market issues. Priority must be given to employment, particularly youth employment, it argues. Moreover, employment levels must be increased based on business development, modifications and implementation of organizational models. Training programs must be continuous and targeted, with extra focus on employees who return from parental leave, or those caring for family members.
The platform confirms the three-year duration of the contract, valid from January 1, 2025, to December 31, 2027. The process of assembling the platform will conclude on January 15 with the finalization of the negotiating platform for renewal.
