The Italian National Institute of Social Security (INPS) has outlined the procedures for citizens receiving the unemployment benefits NASpI and DIS-COLL to register for the Social Inclusion and Employment Information System (SIISL).
This compulsory registration was created by the Ministry of Labour and Social Policies through decree no. 174/2024 to implement article 25 of the D.L. no. 60/2024. All beneficiaries are obliged to upload their CV and sign a digital activation pact and service pact, as directed by the Ministry.
Starting from November 24, 2024, individuals applying for NASpI or DIS-COLL benefits are automatically registered on the SIISL platform by INPS. At the time of registration, INPS transfers all their personal data and contact information to the SIISL platform.
Beneficiaries are required to access the SIISL platform within 15 days from the start date of their benefits, fill in necessary data for the Digital Activation Pact and update their CV. Towards the end of the 15 days, the SIISL platform sends a reminder message to the beneficiaries.
If a beneficiary fails to fulfill these obligations, INPS sends a reminder but doesn’t impose any sanctions according to article 21, paragraph 7, letter a) of D.Lgs. n. 150/2015. However, beneficiaries who do not perform these duties are urged by SIISL to contact an Employment Centre to agree on a Personalized Service Pact and plan work activities, updates or professional retraining as required by law.
If beneficiaries fail to present without good reason, the Employment Centre reports the missed presentation to the SIISL via the SIU (Unified Information System).
The INPS provides beneficiaries with the necessary information relating to these obligations. From November 24, 2024, all NASpI and DIS-COLL applications are presented with specific information about how to access the SIISL platform.
Registration on the SIISL platform remains active as long as the recipient is a beneficiary. If the benefit ends, the registration on SIISL is archived for five years. If benefits are only suspended, the registration remains active.
Once registered on the SIISL platform, a beneficiary can view all job offers or training proposals published, with the option to sort them according to filters and affinity index. This insight is available regardless of the agreed Personalized Service Pact.
Furthermore, INPS clarifies that job offers and training opportunities don’t have automatic implications for the application of conditions, which continue to be regulated by D.Lgs. n. 150/2015.
