Employer organizations Aiss, Federterziario, and Piuservizi, together with the National Federation Ugl Civil Security and with the technical support of Ancl, have signed a renewal of the National Collective Labor Contract (CCNL) on November 26, 2024. This contract, which is applicable to the security and investigation sector, as well as security control, steward, and auxiliary services, will be effective from January 1, 2025, to December 31, 2027. It will replace the previous contract that expired on May 31, 2020.
The renewal envisages two tranches of increases and the issuance of the second tranche of a one-time allowance. From an economic point of view, a salary increase is planned in two installments in January 2025 and January 2026, varying based on the divisor applied. An executive is expected to receive an allowance of 150.00 euros.
The minimum salary for different levels ranges from 1,900.00 euros for executives to 1,075.50 euros for level 6I workers as of January 1, 2025. As of January 1, 2026, the minimum salary will increase to 1,950.00 euros for executives and 1,120.00 euros for level 6I workers.
The issuance of an attendance allowance equivalent to 0.60 euros for all actual working hours, replacing the wage guarantee element, is anticipated. The entry-level wage scheme is restructured to promote occupational stability. For 6I level, an entry-level wage equal to 90% of the tabular remuneration of the 5th level is planned for the first 12 months.
With the extraordinary protocol of June 26, 2024, a one-time payment is established to cover the contractual shortage period for workers in force at the contract signing date. With the renewal, the issue of the second tranche equal to 50% is set for July 2025. For apprentices in force at the renewal signing date, the one-time payment is issued at 70%.
From a regulatory perspective, the renewal reorganizes professional areas into four new categories, extending the contract’s application to companies operating in safety, fire prevention, first aid, and emergency management sectors. There are also updates for fixed-term contracts, seasonal work, and time banks. In matters of welfare, the contribution to the supplementary health assistance fund has been increased.
