The Flussi Decree is Law: Updates on the Conversion

The Decreto Flussi (D.L. n. 145/2024) has been converted into Law n. 187/2024, introducing a 40% reservation quota for women in the workforce and implementing new guidelines for family reunifications and permit requests.

One of the key amendments made is provisioning up to 40% of intake for women workers in programmed subordinate jobs for 2025 (Article 2, clause 7-bis, D.L. n. 145/2024). This establishes a female reservation quota of up to 40% of the total quota related to seasonal, non-seasonal and family and healthcare assistance work, in addition to up to 40% off-quota requests. If the women’s quota is not entirely met, the remaining portion is allocated to all workers following standard procedures.

There are also changes in the rules for family reunification. Requests for such can now only be made after an uninterrupted two-year legal stay within the country. Eligibility for accommodation will now be issued by the municipality only after verifying the number of occupants and other requirements.

Rejection of null and void permit requests is directed towards employers guilty of crimes such as illegal labor brokering, enslavement, human trafficking, and purchase of slaves (Article 1, clause 1, number 2, sub-paragraph 2-ter).

Overall, these changes in migration law intend to provide better equality and combat illegal labor practices while regulating the overall labor intake in a balanced manner.
