On January 29, 2025, the Cisl-Scuola announced the signing of a new supplementary agreement regarding the mobility of teaching, educational and Ata staff for the 2025/2026-2027/2028 period. Other unions present at the signing included Flc-Cgil, Snals-Confsal, Gilda-Unams, and Anief. Key changes included in the CCNI were exceptions for family reunification of children under 16 and parents over 65.
Existing teachers in one degree of education can apply for role transition, without certification for the new level, as long as they have a specialization in support on the other level of education. Provisions for family care were also expanded, and new elements were introduced to both voluntary and compulsory mobility applications.
The points system for teaching service carried out by precarious workers was also revised to be equivalent, over a period of 3 years, to that of the role service. Points for continuity and children were also subject to changes, and a procedure exclusive to movements for highly qualified officials was introduced.
The ball is now in the ministry’s court to determine the time and terms within which transfer and role transition applications can be submitted, which are expected to begin in the second half of February.
