Bilateral Solidarity Fund Agreement Signed: CCNL Temporary Work Agencies

On February 3, 2025, Assolavoro, Felsa-Cisl, Nidil-Cgil, and Uiltemp-Uil signed an agreement on the Bilateral Solidarity Fund for Work Administration (FSBS), which started on March 1, 2025. The aim of this Fund, as stated in art. 27, Legislative Decree no. 148/2015, is to create or supplement, universally, the income protection system both during employment and in case of its cessation. This implementation has been made possible through the agreements of December 9, 2014, November 25, 2015, and the most recent Collective Bargaining Agreement (CBA) renewal on October 15, 2019.

The total rate of regular contribution to finance the Bilateral Solidarity Fund for Work Administration (FSBS) is as follows: 0.60% of the taxable wages for fixed-term and permanent workers, excluding managers; employer’s contribution is 0.45% while the worker’s contribution is 0.15%. This contribution is due net of the mandatory contribution (art. 12, Legislative Decree no. 276/2003) paid to the FomaTemp Fund (4.00%).

Regarding the application modalities of the Salary Integration Check (AIS), the user signs a self-certification prepared by the Fund when activating the AIS to fully implement the principle of economic and regulatory parity. The Parties will assess the option, if necessary to identify intervention methods, in line with current legislation on wage integration treatments, in order to safeguard the financial balance of the Fund and prevent a distorted use of the AIS.

After six months, a verification process will commence to evaluate the effects of the agreement in terms of the economic and financial equilibrium of the Fund for any contributive, benefit-related, and organisational interventions.
