The deadline for applications for early retirement recognition must be submitted by March 31st, July 15th, or by November 30th of each year according to the Italian Social Security Institute’s (INPS) 2025/598 message from February 17, 2025.
The Work-Related Bill 203/2024 (Article 29, paragraph 1) set standard deadlines for these applications benefitting ‘precarious workers’ (Article 1, paragraphs 199-205, Law 232/2016), the same deadlines established for the APE social allowance (Article 1, paragraphs 179-186 of the same law). Since Law 203/2024’s enforcement on January 12th, 2025, applications for the early retirement benefit must be submitted by the same dates.
The subsequent Paragraph 2 of Article 29 from the Work-Related Bill states that such applications will only be accepted if appropriate financial resources are available after monitoring activities.
Given this provision, the deadlines within which INPS must communicate the outcome to applicants have also been adjusted. The revised dates are in line with those set for the APE social allowance. Deadlines for communication of verification results are June 30 for applications submitted by March 31, October 15 for applications received by July 15, and December 31 for applications submitted post-July 15 but by November 30 of the same year.
Applications submitted beyond the deadlines of March 31 and July 15, but no later than November 30, will only be considered after successful monitoring of previous application periods, considering the availability of necessary financial resources.
If the financial burden is higher than the budget, determined prospectively, INPS will identify those excluded from the benefit in the respective year. This is according to criteria mentioned in Article 1, paragraph 203 Law 232/2016, and Article 11 DPCM 87/2017, which will consequently lead to the postponement of the start of the pension treatment.
