The “Milleproroghe Decree” of 2025 (Legislative Decree no. 202/2024) has been converted into Law no. 15/2025, published in the Official Gazette of February 24, 2025. The new legislation ratifies previously stipulated classifications regarding fixed-term contracts that exceed 12 months but do not exceed 24 months. The opportunity to sign these contracts has been extended to December 31, 2025 (previously due to expire on December 31, 2024). This extension applies to technical, organizational, or production needs identified by the parties, should collective bargaining not have provided a provision for such cases (Article 19, paragraph 1, letter b, Legislative Decree no. 81/2015 as amended by Article 14, paragraph 4, Legislative Decree no. 202/2024).
In addition, for public administrations, the suspension of prescription terms for contribution obligations in favor of public administration employees has been extended to December 31, 2025 (Article 1, paragraph 2, letter a, Legislative Decree no. 202/2024). This extension also applies to continuous and coordinated collaborators (Article 1, paragraph 2, letter b, Legislative Decree no. 202/2024). This means that for an additional year, public authorities have deferred their social security payment obligations for employees and continuous and coordinated collaborators.
