Resoconto della Trattativa con le Organizzazioni Sindacali sul CCNL Funzioni Locali

On May 22, 2025, a meeting was held between the trade union organizations and the Aran for the continuation of the negotiations aimed at renewing the national collective agreement for Local Functions for the three years 2022-2024. In its opening remarks, the Aran noted that given the innovations of DL PA, which provides for the possibility of integrating the accessory salary fund, it may be possible to overcome the positions expressed on the lack of resources for the national contract.

Conversely, the trade union organizations have illustrated the significant practical difficulties and the uneven impact of the regulation on Entities, as it excludes Chambers of Commerce, Regional Agencies, Unions of Municipalities, Consortia, and ASP, and is not applicable to “non-virtuous” Entities. Additionally, they believe that if resources are available for the renewal of the contract, they should be allocated to all employees through the chart.

Furthermore, according to these same organizations, until the Government directly allocates resources for contract renewal, it will not be possible to reduce the gap that exists between the Local Functions department and other public employment departments.

Consequently, in conclusion, the trade union organizations complain that many of their proposals have remained unfulfilled, such as the inclusion of all Educators and Teachers in the Officials’ Area; the overcoming of the Operators’ Area; the inclusion of an Area of High Professionalism; overcoming the problems related to the midweek holiday; payment of allowances during vacation days.

The dialogue will resume on June 10 at 11:00 am.
