CCNL Local Functions: Negotiations Halted, No Agreement on Resources

On June 10, 2025, a meeting was held between trade unions and ARAN (the Italian Government Agency for the representation of Public Administrations in collective negotiations) to carry forward the negotiations regarding the renewal of the National Collective Labor Contract (CCNL) for Local Functions for 2022-2024.

Trade unions have repeatedly highlighted the substantial gap between currently allocated resources and the serious loss of purchasing power of wages. They argued that the required readjustment of local functions’ salaries to the average of other public sectors cannot be achieved through a single measure, as it excludes certain entities, does not guarantee equal opportunities for all others, and most importantly, does not provide certain resources, therefore not fully addressing the contractual dispute.

In response to these concerns, the trade unions have proposed the following solutions:

1. The establishment of a specific additional fund to the already planned resources to ensure an allocation to the Entities aiming at a significant increase in the sector allowance. This allowance was created precisely to realign the economic treatment of local functions with that of other public sectors.

2. An increase in allocation by 5.78%.

3. The complete removal of caps on accessory salaries.

In addition, trade unions have requested the addition of unspent allotted resources from the CCNL 2019-2021 contract to the negotiation, as well as an advance of all available resources, including those designated to the CCNL 2025-2027.

However, the President of ARAN declared that the savings mentioned by the trade unions are to be considered “virtual” and that there are no available resources to respond to the presented requests.

The negotiation meeting concluded without setting a new date for the next meeting. The ongoing negotiations serve as the continuation of the dialogue between social parties to renew the sector contract, ensuring equitable compensation for local functions, comparable to other public sectors.
