Central Functions CCNL: Remote Working Abolished and Mandatory Holidays for Everyone

The labour unions Fp-Cgil and Uilpa have declared a state of agitation against the leadership of the National Labour Council (CNEL). This comes after CNEL opted to unilaterally stop the renewal of individual remote working contracts since July 1, 2025, indefinitely abolishing remote work.

This unilateral decision was made without any consultation with employee representations, thus undermining contractual clauses that govern the operation and utilization of remote work and teleworking. The move has had negative effects on new technologies, improved productivity, and the balance between work and personal life.

In a separate move, the administration decided to entirely shut down the only workplace for three consecutive weeks in August, forcing all employees to take mandatory vacations.

In response to these actions and following a mandate from an assembly of personnel, the Fp-Cgil and Uilpa unions have declared a state of agitation. They have called for the initiation of cooling-off and conciliation procedures as prescribed by Law L. n. 146/1990.

The declaration by these unions implies that they will be actively rallying against the decisions made by the CNEL leadership and are proceeding with negotiations to remedy the situation. This could ultimately lead to industrial action if the disputes are not satisfactorily resolved. The nature of the complaints suggests that the unions are advocating for flexible working conditions and the preservation of workers’ rights in the face of sudden, unilateral decision-making by the administration.

It serves as a reminder to organizations of the importance of maintaining open dialogue with employee representatives, especially when implementing significant changes that can affect working conditions and work-life balance. It also underlines the crucial role of labour unions in defending and advocating for workers’ rights.
