Decree Flussi 2026-2028 Approved

The Italian Council of Ministers, in a meeting held on June 30th, has preliminarily approved the Decree of the President of the Council of Ministers concerning immigration flows for the three-year period from 2026 to 2028. According to this decree, Italy plans to allow the regular entry of non-EU workers over this timeframe.

The total number of authorized entries will be 497,550 according to a statement (No. 133) given by the Presidency of the Council of Ministers on June 30, 2025. For the year 2026 alone, the decree envisages 164,850 authorized entries. However, the authorized quotas for the three-year period 2026-2028 will be allocated as follows:

– 230,550 places for non-seasonal dependent and self-employment
– 267,000 places for seasonal work in agriculture and tourism.

These quotas have been determined based on the needs expressed by social partners and on the actual work permit applications submitted in previous years. The objective is to design a plan that satisfies the demands of businesses while also being realistic.

Moreover, there is a firm intent to promote extra-quota entries, including a potential reduction of the “click day” mechanism. This gradual process will primarily focus on the most sought-after professional profiles by employers and aims to enhance the training of workers in their home countries.
