Persistente stallo nelle negoziazioni del CCNL Funzioni Locali

On July 22, 2025, a meeting was held between the trade unions Cgil, Cisl, Uil and the employers’ associations Aran, Anci and Upi to discuss the renewal of the industry-wide collective labour contract (CCNL). The negotiation is at a standstill due to Aran’s dissatisfaction, mainly due to the lack of financial resources provided by the government for second-level negotiations. They consider these funds inadequate to compensate for the loss of purchasing power experienced by workers due to inflation.

At the meeting, the trade unions requested a 5.78% allocation for funds dedicated to re-aligning the industry-wide allowance and for a total removal of salary caps. They also wanted to add to the negotiation unused resources allocated in the 2019-2021 CCNL. They found the new measures proposed by Aran, such as a 14 euro increase, to be insufficient. The meeting ended without a concrete solution, with the trade unions urging Aran to make the necessary decisions to renew the CCNL in line with what is happening in private sectors and without accepting increases lower than inflation.
