Users now have the opportunity to formalize a new request for an opinion and to manage, search for, and view previously submitted applications (Ministry of Labor and Social Policies, July 11, 2025). When a foreigner who entered Italy as an unaccompanied minor reaches adulthood, they can obtain a residence permit for study, work access (i.e., for subordinate or autonomous work). This is subject to a favorable opinion on the socio-labor integration path taken in Italy by the applicant during their minority expressed by the General Directorate for Migration Policies and the social and work integration of migrants under the Ministry of Labor and Social Policies (article 32, paragraph 1 bis of Legislative Decree 286/1998).
The ex article 32 request is tied to the minor’s possession of certain necessary documents and requirements for the formalization of the request:
– Official identification document; passport or identity attestation issued or validated by the Embassy/Consulate of the country of origin;
– Residence permit or the slip of request or renewal;
– Entrustment or ratification of the entrustment, or a copy of the Guardianship or request for opening Guardianship provisions;
– Documents demonstrating that the minor has followed integration paths (school, training, work) as a minor and/or intends to follow integration paths as an adult.
The digitalization of the new procedure for managing private subjects’ opinion requests, as indicated by the Ministry’s attached communication, provides an opportunity to accelerate request processing times for the benefit of applicants and to ensure maximum transparency in dealing with cases.
The new feature means users can formalize a new opinion request and manage, search for and view previously submitted events.
Access to the SIM-Migrant Information System as a “Private Subject” is available through Private Subjects Guidelines (accessible through a link contained in the discussed communication), including a link about dedicated FAQs, a mailbox for ex article 32 opinion requests, and telephone assistance.
