On September 10, 2025, labor unions Filctem-Cgil, Flaei-Cisl, and Uiltec-Uil held a meeting with representatives of the Personnel Function of Enel Spa to address the ongoing dispute over working hours in e-distribution, which has been going on for a year and a half. The unions believe that Enel’s proposals are unacceptable and intend to continue the dispute.
Specifically, Enel has proposed a normal work schedule (8:00-16:21) only for the winter months of December, January, and February without any compensation, and with an increase in the hourly allowance for the other nine months from 11% to 12%. According to the unions, this proposal is unacceptable. They believe that Enel’s new work organization is causing severe operational problems, including challenges in work scheduling, the need for extra shifts, and reinforcement of availability.
Additionally, the division of personnel into two shifts has reduced collaboration in the morning shift, which used to be essential for the effective management of unforeseen events. The unions claim that Enel is ignoring the problems that are arising, imposing its own objectives. According to the unions, however, Enel insists that the new model is working perfectly.
Another issue raised by the unions is the misalignment of the staggered working hours with the contracted companies. The unions find it unacceptable to have a work schedule that does not align with the external companies collaborating with Enel.
Finally, the unions reaffirm their commitment to continue the dispute and are asking Enel to hire new personnel, reintegrate strategic activities, and involve workers more in managing the ongoing energy transition.
They call for a stop to outsourcing, advocating instead for a model where strategic activities are managed internally. They also emphasize the need for greater worker involvement in making transitions smoother and more effective. To this end, the unions will continue their dispute until a satisfactory solution is reached.
