The new 2026-2028 collective bargaining agreement focuses on salary, welfare, and employee participation. On October 7, 2025, the trade unions Filctem-Cgil, Femca-Cisl, Uiltec-Uil approved the platform for the renewal of the sector’s National Collective Labor Contract (CCNL) for the 2026-2028 three-year period, in anticipation of the current contract’s expiration on December 31, 2025.
In the economic part of the agreement, the unions are asking for a total salary increment (TEC) equal to 230.00 euros at the 4th level. They are also calling for the strengthening of supplementary contract funds, paying special attention to the contributory share borne by companies in favor of the Previmed Fund.
With regards to the rules, the objective is to enhance the participation and involvement of workers in companies’ strategic choices and industrial policies. This includes the revision of organizational models, with broader use of part-time schedules and fairer work shifts; the possibility to experimentally reduce working hours while keeping the same salary; the enhancement of career growth paths tied to the new classification system. The union representatives also want to be involved in stabilizing precarious contracts.
Moreover, they are calling for a reduction in the use of fixed-term and provision contracts and are proposing generational turnover to encourage the entry of young people and the retirement of the elderly.
Other important proposals pertain to the improvement of life and work times; the discussion of the gender gap issue; and the fight against all forms of gender violence.
Finally, the unions are urging for structured talks on the introduction of artificial intelligence and new technologies. They want to ensure that innovation becomes a common tool for growth and job development.
