On October 10, 2025, negotiations reopened for the renewal of the contract concerning the Local Management Area for the three-year period 2022-2024. The economic resources available were presented, including: an average contractual increase of 5.78% from January 1, 2024; a possibility for a further increase in the wage fund of 0.22% (ex art. 121 Budget Law 2025); average gross increases over 13 months from January 1, 2024, amounting to 491.00 euros for Local Management Directors, 377.00 euros for PTA Directors, and 400.00 euros for municipal and provincial secretaries.
If the Administration decides to increase the wage fund by 0.22%, the following will be granted: Local Functions will receive an increase of 18.70 euros per month; PTA will gain an increase of 14.37 euros per month; municipal and provincial secretaries will see an increase of 15.25 euros per month.
The meeting also highlighted the proposals put forward by the Uil-Fpl union organization that included: the importance of managers’ training; evaluating performance with transparent and effective criteria; updating the correspondence between professional brackets registered with the register and the classes of the secretarial offices for the municipal and provincial secretaries section; strengthening the role of the OIVs as guarantors of transparency; considering welfare and organizational well-being together with performance evaluation to increase workers’ motivation and participation.
The next meeting is scheduled for October 28, 2025, at the Aran headquarters in Rome.
