Starting from October 1, a new procedure for membership in the Espero Fund for personnel of Afam institutions is planned, introducing the principle of informed consent and the mechanism of silent consent. The new procedure applies to all teaching, research, and technical-administrative staff hired after January 1, 2019. Afam will send all workers information about the membership between October 10, 2025, and October 20, 2025. For newly hired employees, this information will be delivered simultaneously with the hiring.
Workers who explicitly join the Fund before receiving the information cannot resort to the right of withdrawal through silent consent. From the notification receipt, the worker has 9 months to express their wish in the following ways:
– They can explicitly join by registering online on the Espero Fund site.
– They can choose not to join by communicating their intention using a specific form.
– If they remain inactive and through the mechanism of silent consent, after 9 months have expired, the worker is officially enrolled in the Fund.
Workers who are registered by silent consent will be informed about their subscription by the Fund within 10 days following the end of the 9 month period and will have 30 days to exercise their right of withdrawal.
The Flc-Cgil trade union organization expressed a positive opinion on the initiative because it strengthens the complementary contractual pension and will organize a deeper online meeting on the topic on October 23, 2025, from 6:00 PM to 7:30 PM. At the same time, the union hopes to start a dialogue for an extraordinary hiring plan for Afam’s administrative staff in view of the increased workload.
