The Italian National Social Security Institute (INPS) has announced that applications for professional retraining or conversion programs, funded by the Aerial Transportation Solidarity Fund and the Airport System, can now be submitted through its institutional website. This is specifically for the training measures explained in section 2 of INPS circular n. 138/2022.
The applications can be made by employers or labour consultants through the institutional website, accessing it using their digital identity (SPID of at least the second level, CIE or CNS). After searching for “Access to services for businesses and consultants”, they can choose the option “CIG and Solidarity Funds” followed by “Solidarity Funds”.
From the drop-down menu of the application presentation procedure, they can select the option “008 Training Eligibility” and then the Fund “20 Aerial Transport Employees Fund (A)” or “21 Aerial Transport Personnel to be Hired (B)” or “22 Aerial Transport Personnel in Naspi (C)”.
Additional details can be found in the online manual present in the “Download Area” on the homepage. Each submitted application receives a 16-character alphanumeric code, which must be acquired during the online application process.
The code allows for standardised procedural management of these types of requests and must not be used for the presentation of events in Uniemens flows. This code can be found in the “Search results” section of the procedure, by inserting the matrix of the business.
Furthermore, the Institute emphasizes that employers admitted to the training programs can access the related funding through the settlement system of contributions due by the same for their employees. To do this, starting from October 2025, employers must operate in the following way: Once funding is approved by the Fund’s Administrative Committee, the territorially competent structure of the INPS issues an authorization, leading to the settlement operations by the employer.
Employers must indicate in the Uniemens flow the authorization number issued by the territorially competent structure of the INPS, the new establishment reason code “L115”, corresponding to “Recovery of training programs Solidarity Funds air transport”, and in the”CongFSolImportoACredito” element, the amount set for settlement. The settlement code in use “L112” can be used up to September 2025.
