CCNL Rubber Industry: Renewal Agreement Signed

The negotiating delegation of Filctem-Cgil, Femca-Cisl, Uiltec-Uil along with the employer representatives of the Federation Gomma-Plastica-Cavi Elettrici Confindustria have signed the hypothesis for the renewal of the national collective labor contract for the three-year period of 2026-2028. This is less than a month from the natural expiration of the contract.

From an economic standpoint, the agreement anticipates an overall increase (TEC) of 204.00 euros over the three years. There is a planned increase of 195.00 euros on a minimum wage at reference level F, and this will be dispersed in four tranches: 60.00 euros starting from January 2026, 60.00 euros from April 2027, 60.00 euros from April 2028, and 15.00 euros from December 2028. As for contractual welfare, there is an increase in the provident fund contribution to the Fondo Gomma Plastica to be paid by companies amounting to 9.00 euros.

On a regulatory front, the social parties have decided to strengthen industrial relations, through reinforcing the national observatory which will also be assessing the impact of artificial intelligence on employment and health and safety during transitions. It’s important to note that the observatory will examine wage dynamics, health and safety, diversity, inclusion, and professional and training needs. Undergoing training was a key issue discussed and the strengthening of the National Bilateral Organisation was established. This organisation will work to encourage and appreciate good workplace practices and create synergy between companies, schools, universities and institutions. Companies will provide 12 hours of individual training throughout the contractual duration.

When it comes to employment market qualifications, it was agreed to adjust the contractual duration to a maximum of 24 months for fixed-term contracts or equivalent, by law, with the aim to enhance the protections for part-time workers.

The renewal has introduced new measures for women who are victims of violence and are in certified protection programs. This measure foresees an extension of 3 months, on top of what the law already offers, of wage-paid work leave within the protection program. It includes the continuance of company contributions to the Health Fund for a year and easier access to agile work, along with reintegration training pathways. Every year, there will be 4 hours of wage-paid training on these matters.

Lastly, concerning the classification system, in accordance with the new profiles, new figures identified by the joint commission will be included and existing ones will be updated. This process will continue starting from the construction of the nautical, medical devices, and biomedical sectors.

The decision now lies in the hands of the workers who will vote on this agreement at their workplaces.
