The Italian National Institute of Social Security (INPS) has confirmed the implementation of new modalities for the representation of events and the adjustment of economic sickness benefits starting from March 2026, as articulated in messages No. 3029/2025 and 3743/2025. In these messages, the institute addressed sickness benefits within the Uniemens flow for employees of private sector employers.
To avoid potential issues, employers are allowed to display the start date of sickness, in lieu of the PUC, even in the case of telemedical certificates. As an exceptional alternative, employers can use the value “N”. Instructions for the use of value “N” within Uniemens flow elements include marking InfoAggEvento with “CM”, leaving out the “TipoMotivoEvento” attribute in MotivoEvento, and omitting the “TipoIdentMotivoUtilizzo” attribute in IdentMotivoUtilizzoCausale.
The institute will announce the end of the transitional period and the deactivation of value “N” at a later date. Furthermore, the start date of sickness will designate a paper certificate, as stated in message No. 3029/2025. The implementation of these new modalities from March 2026 is confirmed, setting out a transitional phase to address any potential issues.
