Terziary CCNL (Confimpresa Italia-Confsal): agreement signed on classification and health assistance

On January 23, 2026, Confimprese Italia and Fesica signed an agreement changing some elements of Article 9 of the July 20, 2023 National Collective Labour Agreement (CCNL). The changes are specific to supplemental healthcare assistance. It has been decided that permanent or fixed-term employees, full or part-time, including apprentices and collaborators, will be enrolled in OB Italia Salute. The monthly contribution is set at 15.00 euros per each worker, with 13.00 euros borne by the company and 2.00 euros by the worker, for a total of 12 months.

Furthermore, these contributions, along with those destined for the Bilateral Body EBIL, must be paid in one instalment through the F24 form using the Body’s reference code, with the first payment due in January 2026. The company that fails to make the aforementioned payments must allocate a distinct element of the salary amounting to 40.00 gross euros to be paid out for all months stipulated in the contract.

In terms of the CCNL’s field of application, the Parties have integrated principal and auxiliary activities carried out by employers in the sectors of third-party tax management services, tax assessment and collection for third parties, as well as in credit recovery, collection, and provision of commercial information, and rating.

Regarding employee classification, a new Article 72 has been introduced, incorporating job descriptions related to the use of Artificial Intelligence.
