On January 7, 2025, employer associations, Cenfop, Forma.re, Forma Sicilia, and Anfop, and trade union organizations, Flc-Cgil, Cisl-Scuola, Uil-Scuola, Rua, and Snals Fp-Sicilia, signed a new regional contract for the period 2024-2027. After months of discussions, the Social Parties reached an agreement both on the normative and economic aspects, considering the needs of both parties.
From an economic perspective, increases in the amounts of the function allowance for personnel with particular responsibilities belonging to salary levels ranging from I level to IX level were reported. This increase can be seen more clearly through the function allowance table provided for January 2025 and September 2026.
Regarding miscellaneous allowances, an agreement between the unions allows personnel holding particular responsibilities to receive a minimum annual allowance of 500.00 euros. This could be proportional to the level of responsibility and is eligible to be counted by law every year.
In addition, an individual horizontal economic progression (P.E.O.I) is foreseen based on the seniority gained in the Professional Training sector during the employment relationship or for direct and immediate transfer from one entity to another through agreements with the unions. This applies to personnel hired indefinitely and is accomplished with the overall application of 5 salary increments, including those already in the concluded transitional regime of the first application of the previous one. The steps matured after February 1, 2012, will have a unitary value.
In conclusion, normatively, the contract introduces advanced measures to promote job stability, improve working conditions, and stimulate the growth of professional training entities. This new contract also aims to strengthen the strategic role of training in the socio-economic growth of Sicily, adapting to the regional context and future challenges.
