Recently, negotiations for the renewal of the 2019-2021 CCNL (National Collective Labour Contract) for the autonomous sector of the Presidency of the Council of Ministers have been opened. The Aran (National Agency for Collective Bargaining) initiated the discussion, requesting trade unions to express their concerns and priorities regarding the content of the contract, deferring the detailing discussion of the Administration’s proposal to upcoming meetings.
While still awaiting clarity on the actual amount of available resources, trade unions have requested that these resources be allocated to salary scales rather than supplementary pay. They also called for intervention on certain normative aspects to adapt some of current CCNL institutes to the specificities within the Presidency of the Council of Ministers.
The Civil Protection Department (DPC), on the other hand, has requested that allowances, particularly those related to shifts and on-call duties, be clearly defined and responsive to their specific needs. At the end of the meeting, the trade unions raised several unresolved contractual issues. Among these are the need to find resources for salary increases related to the transition from 36 to 38 hours, and the stabilization of the roles of temporary contract workers within the Presidency.
The Aran has scheduled a new meeting for February 19th. To discuss emerged issues and prepare for the next round of negotiations, the trade unions have called for an online assembly on February 11th. During the assembly, a report will also be provided on the meeting held with the Secretary General on January 31st and on the Administration’s failure to answer the submitted requests.
