The special unitary premium for the insurance of participants in community-based projects is set to be 1.04 euro per day in 2024, as confirmed by INAIL in their Circular no. 19, dated 27th February, 2025. INAIL has given guidelines about the insurance coverage of beneficiaries of Inclusion Allowance or Support for Training and Work involved in community-based projects.
The special unitary premium for the insurance of participants in these projects is fixed, for 2024, at 1.04 euro per single day of activity. In addition, there is an additional contribution of 1% provided by the ANMIL as mentioned in Article 181 of DPR no. 1124/1965. The unitary premium has been calculated based on the minimum limit of daily conventional compensation in effect for all social security and assistance contributions for 2024, set to be 46.87 euro. The premium is automatically updated in proportion to any changes made annually to the effective daily salary for all social welfare and assistance contributions.
The workers participating in community-based projects, in case of an accident or occupational disease recognized by INAIL, have the right to the same benefits provided for insured employees in general. These include the allowance for temporary absolute disability, performance for permanent damage in capital and annuity, including those for survivors, as provided for by DPR no. 1124/1965 and subsequent amendments.
The insured person is required to report any accidents, whether minor or major, and declare s suspected work-related illnesses to the municipality or public administration responsible for the project.
The insurance is provided by the Ministry of Labour and Social Policies no. 156/2023. According to Annex 1 of this decree, public administration bodies as mentioned in Article 1, clause 2 of Decree no. 165/2001 can be policyholders of these community projects. This can include companies participated by these municipalities, provided they meet specific criteria established.
