The Italian National Institute of Social Insurance (INPS) circular of April 14, 2025 (No. 76) details the regulations for the so-called “Newborn Bonus”. This is a one-time payment of 1000 euros aimed at families with children born, adopted, or in pre-adoptive foster care from January 1, 2025 onwards. The bonus aims to encourage childbirth and support family expenses.
To be eligible, applicants must meet the following criteria:
– Citizenship: Beneficiaries can be Italian citizens, citizens of a European Union member state, or hold a European Union long-term residence permit or a work permit authorizing them to work for over six months.
– Residence: The applicant parent must be resident in Italy at the time of the application. This requirement must be met from the date of the event (birth, adoption, pre-adoptive foster care) to the date of the application.
– Economic requirement: An ISEE (Equivalent Economic Situation Indicator) not exceeding 40,000 euros per year is required, excluding payments related to the Universal and Single Check (AUU).
Applications must be submitted online, through the dedicated service, within 60 days from the child’s birth or the date of their entry into the family. Alternatively, the application can be made via the INPS mobile app, the multichannel contact center, or through patronage institutes.
The launch of the online service will be communicated by INPS in a subsequent message. The Newborn Bonus will not contribute to the formation of taxable income and will be financed with 330 million euros for 2025, and increases to 360 million euros per year from 2026. The INPS will monitor the use of resources, reporting results monthly to the Ministry of Labor and the Ministry of Economy.
