On July 1, 2025, Utilitalia, Cisambiente-Confindustria, Legacoop-Produzione e Servizi, Agci-Servizi, Assoambiente, along with the trade unions Fp-Cgil, Fit-Cisl, Uiltrasporti and Fiadel (with the exception of Confcooperative-Lavoro e Servizi, who did not sign), agreed to adjust the minimum wage in line with the IPCA index for the period 2022-2024, net of energy costs. This decision was based on an ISTAT statement released on June 12, 2025, revealing a differential IPCA that is more than 0.5% higher than the 3.44% stipulated in the renewal agreement of May 18, 2022. This unifies the CCNL environmental services agreements of July 10, 2016, and Assoambiente’s December 6, 2016.
The anticipated increase is estimated at 15.00 euros on average, based on the parameter 130.07 as established by Article 27 of the CCNL and takes effect from July 1, 2025.
The new, increased pay scales have been laid out as follows:
For level Q with parameter 230, the increase is 26.52 euros, making the minimum pay 3,526.29 Euros.
For level 8 with parameter 204.67, the increase is 23.60 euros, making the minimum pay 3,137.93 Euros.
For level 7A with parameter 184.41, the increase is 21.27 euros, making the minimum pay 2,827.28 Euros.
For level 7B with the parameter of 175.36, the increase is 20.22 euros, making the minimum pay 2,688.56 Euros.
For level 6A with the parameter of 166.84, the increase is 19.24 euros, making the minimum pay 2,557.91 Euros.
The changes continue in this pattern until the lowest level, J, where the pay increase is 9.23 Euros, making the new minimum pay 1,226.54 Euros.
In summary, Italians can expect a rise in the minimum wage across various sectors on July 1, 2025, due to an adjustment to the IPCA index for the period 2022-2024. This decision was made by several major institutions and trade unions, paving the way for higher income levels across the board.
