The D.P.C.M. 2 October 2025, titled “Planning of the flows of legal entry into Italy of foreign workers for the three-year period 2026-2028”, was published in the Official Gazette on October 15, 2025. In detail, it regulates the overall entrances under the quotas for foreign workers coming to Italy for seasonal work, non-seasonal work and self-employment. These workers must be foreign citizens residing abroad.
According to the specified quotas (Article 5), the allowed overall entrances are:
– 164,850 individuals for the year 2026,
– 165,850 individuals for the year 2027 and
– 166,850 individuals for the year 2028.
Specific criteria have been established for the flow of entrances suggested by the quotas. One of these is the maintenance of a specific quota for those working in the social care sector. On the other hand, among the specific criteria for entries outside of these quotas, there is a plan to promote legislative action intended to regulate non-seasonal subordinate work entrances in the family assistance sector in favor of people with disabilities.
