On 25 November 2025, the trade union organization Fesica-Confsal and the employer associations Unci, Aifos, Assoeserecenti, Confimprese Italy, Italpmi, Uci, Valitalia Pmi signed the renewal of the sector’s National Collective Labor Contract (CCNL), valid from 1st December 2025 to 30th November 2028. This agreement applies to cooperatives and social enterprises operating in social and health care, assistance, education and work placement sectors.
The contract has established the new minimum wages for workers in the sector as follows (level, monthly minimum aggregate):

– C3/D1: €1,637.57

The agreement also sets out the contributory shares that the employer and the employee need to allocate to the chosen bilateral body for 12 months. If a company fails to pay the shares to finance the body, it must pay the worker a monthly EDR (Deferred Remuneration Element) amounting to €30.
Flexible measures like the “Bank Hours” for the recovery of overtime and the “Training Hours Bank” for non-mandatory professional updates are also included in the agreement. As for supplementary pensions, the contract establishes that the employer’s contribution shall not exceed 1.50% of the wage elements for the purpose of severance pay calculation (TFR).
For supplementary health care, a monthly contribution of €15 is established for each worker, in favor of Ob Italia salute, of which €13 is to be paid by the employer and €2 by the worker. Companies failing to pay these shares must pay the worker an EDR of €40 for all the months provided by the CCNL.
Finally, the CCNL introduces new specific profiles for personnel assigned to manage Artificial Intelligence tools within the company.
