On December 11th, 2025, a meeting took place between the UIL-FPL trade union organization and the Conference of Regions to discuss the renewal of the sector’s Collective Labour Contract (CCNL) for the period 2025-2027. The meeting initiated a continuous dialogue with the aim of assessing and determining the guidelines for the next contract. This approach ensures transparency and union participation from the early stages.
The union emphasized the need to restore wage and professional dignity to the sector’s workers. This would be achieved by addressing the structuring of salaries and working conditions and by revising meal voucher benefits.
The union expressed the need to move away from a model that relies on overtime and additional services, towards a transparent and predictable increment model to adjust wages. The working conditions were a significant concern, with the union highlighting the need to improve organizational well-being. They criticized the current Agenas algorithm used for calculating resource needs as inadequate in assessing the real complexity of the work involved.
The union also grappled with the issue of meal vouchers, which they deem to be inadequate as the amount often remains at 5.00 euros. They declared that these should be standardized, which would subsequently strengthen the right to a canteen service.
Lastly, issues were raised concerning working hours and the management of unpaid overtime, the need to regulate healthcare and non-healthcare specific allowances.
The meeting began a negotiation process aimed at combating the precariousness of the sector and revitalizing its appeal. This plan lays out a comprehensive blueprint for restructuring salaries, improving working conditions, and addressing important benefits such as the issue of meal vouchers and specific allowances.
