On December 15, 2025, the trade unions Filcams-Cgil, Fisascat-Cisl, Uiltucs, and the employer’s association Confcommercio Venezia-Rovigo signed the renewal of the CIPL for employees of Tertiary, Distribution, and Services companies in the Rovigo Province. The agreement aims to renew the labour market in the Province, focusing on territorial welfare, flexibility, and work-life balance.
The parties confirm the bilateral entity as the main tool to implement what is agreed upon in the contract. Effective from January 1, 2026, the amount of funding towards the bilateral entity will be divided as follows: 0.25% by the company and 0.10% by the employees.
Furthermore, a Provincial Parity Commission is established within the entity itself, which offers support on contract interpretation, issues conformity opinions for apprenticeships, and monitors the activation of fixed-term and part-time contracts. The contract promotes gender equality and fights against the gender wage gap.
In terms of safety, the Provincial Parity Body for workplace prevention is confirmed. Financially, the contract reaffirms a territorial element amounting to 7.75 euros per month for 14 instalments.
An annual territorial welfare is introduced with a value of:
– 150 euros for 2025;
– 200 euros for 2026;
– 220 euros for 2027;
– 240 euros for 2028.
This welfare benefit will be given to all workers employed for at least 90 calendar days in the reference year and will be paid every December. However, for the welfare accrued in 2025, it will be paid by February 2026. Seasonal workers employed for at least three months will receive a welfare element of 150 euros.
The contract establishes an EDR value of 350 euros per year for companies that do not fulfill their contribution obligations.
The supplementary contract will be in force from the signing date until December 31, 2029.
