The Council of Ministers has issued a measure implementing Directive (EU) 2024/1233 of the European Parliament and the Council, of April 24, 2024. This directive involves a singular procedure for third-country nationals applying for a single permanent permit to live and work within the territory of a Member State.
This measure simplifies the administrative process of applying for a single permit by reducing the maximum term for completion to 90 days, except in exceptional cases. An essential new feature introduced is the requirement of transparency on the part of the employer who must promptly inform the foreign worker about any communication related to the work permit.
Moreover, the measure grants greater flexibility in the labor market. The foreigner holding a single permit may switch employers during the validity period of the permit, provided the competent authorities are notified beforehand. In cases of unemployment, the permit will not be revoked, allowing the worker to stay in the national territory for a minimum of three months to seek new employment. This strengthens the protections against labor exploitation and promotes the regular integration of the foreign workers.
