On January 9, 2026, social parties signed a verification report for the EVR (Elemento Variabile della Retribuzione or Variable Element of Pay) for the year 2026. This agreement was based on a comparison of four parameters calculated over a triennial basis, and the comparison was made between the most recent triennium and its immediate predecessor.
The parameters taken as reference were:
1. The number of workers registered with the Cassa Edile di Perugia (Construction Fund of Perugia), which accounted for 20% of the total assessment.
2. The salary total declared to the Cassa Edile di Perugia, which also accounted for 20%.
3. The number of hours declared to the Cassa Edile di Perugia, excluding hours integrated due to lack of work, also given a 20% weight.
4. The bulk of salaries based on hours worked as shown by records at the Cassa Edile di Perugia, which contributed to 40% of the total assessment.
Upon examining the data provided by the Cassa Edile di Perugia for the trienniums 2023-2025 and 2022-2024, it was established that all four parameters showed a positive value. As a result of these findings, the parties decided to implement EVR at its maximum value of 4%.
In essence, a decision was made to adjust the variable component of the salary by up to 4% based on various factors relating to the workers’ performance over the previous three-year periods. The four measures considered were: the number of workers, the total salary amount, hours worked less any hours filled due to lack of work, and the overall salaries per hour worked according to the records of the Construction Fund of Perugia. All these factors showed positive results leading to the approval of the maximum possible salary variable of 4%.
