The Employers’ Associations Confartigianato Imprese Veneto, Cna Veneto, Casartigiani of Veneto and regional union organisations Feneal-Uil, Filca-Cisl, Fillea-Cgil of the Veneto signed a new regional collective contract for artisan construction in Veneto. The agreement, which will be in effect from March 1, 2026 to December 31, 2028, determines the value of Variable Element of Remuneration (EVR), a territorial economic award tied to productivity and profitability increases.
The EVR for 2025 is set at 4.5% based on the final determination of five territorial parameters: the number of workers registered with Edilcassa Veneto, salary and reported hours, number of Christmas bonuses paid out, and the number of registered companies. This determination needs to be completed by March 2026.
For the years 2026-2028, the reference amount for the EVR is also 4.5%. Depending on the territorial parameters, the EVR is granted as follows: 20% if only one parameter is equal or positive; 40% for two positive parameters; 60% for three; 80% for four; and 100% if all parameters are positive.
Once the percentage value of the EVR is determined at the territorial level, its distribution at the company level depends on two parameters: reported ordinary hours to Edilcassa Veneto and the company’s VAT turnover. If both company parameters are positive or equal to the previous year, the EVR is allocated at 100% of the determined amount; if both paramaters are negative, the EVR is not allocated; if only one parameter is positive or equal, it’s granted at 50%. If a company does not verify the parameters, it has to pay the full EVR without any tax benefits.
The EVR is disbursed in 12 equal monthly instalments from May to April of the following year. Finally, the EVR does not influence other remuneration institutions, including severance pay (TFR).
