On February 14th 2025, after approximately five months of tense negotiations, a proposal was conclusively signed for a regional contract related to the National Collective Labour Agreement (CCNL) for professional training 2024/2027. The updated professional plan will require employees from Area Function 3, Level V to dedicate 120 hours, and 80 hours for the remaining staff.
Currently, the CCNL provides allowances set out in Article 25, points A, B and C and Article 36, Point 4. The Social Parties have agreed to a surcharge of an additional 18% of the hourly wage. A figure that will be decided at the start of the training year, during the negotiation of the body, will establish the number of reference weeks for the current training year.
Weekly flexibility, related to the average conventional weekly time set in relation to the number of weeks in the training calendar, that does not result in exceeding 800 hours per year, will be compensated with a surcharge of 18% of the hours performed exceeding the average, drawing on the incentive fund. Alternatively, it can be set aside in a bank, with one hour of time credited for each four hours of flexible time provided, to be defined during the negotiation of the body.
Concerning the right to study, the body can grant additional paid extraordinary leave, with a maximum limit of 50 hours, for the attainment of degrees and/or teaching qualifications.
Employees can request study leave, up to a maximum of 11 months, to complete compulsory education, attainment of second-grade qualifications or a university degree as per the provisions of Law number 53 of 2000.
Overall, the Parties have committed to renew the regional negotiation within six months from signing the new CCNL. The language and the methodology of teaching and training could be improved and be made more relevant for today’s changing demands. The management of facilities could also be modernized to provide a better learning environment.
