The universal provision for eighty-year-olds is now underway

On February 21, 2025, the Italian Minister of Labour and Social Policies and the Minister of Economy and Finance signed a decree that outlines the implementation methods of the “universal provision”, established experimentally for the years 2025 and 2026. This decree is currently under review by Control Bodies for registration.

Effective from January 1, 2025 to December 31, 2026, elderly individuals aged 80 years or older, with a severe level of care need, and with a valid ISEE (indicator of economic situation) not exceeding 6,000 euros, will be able to make use of the “universal provision”. This is a new experimental measure which supplements the already recognized accompanying allowance with an “assistance check”, amounting up to 850 euros per month. This check is intended to compensate the caregiving work performed by domestic workers or to acquire support services to home and independence provided by companies and qualified professionals.

In particular, the aforementioned check beneficiaries can acquire services provided by domestic workers, socio-assistance services (personal care and hygiene, laundry, home-delivered meal preparation and distribution, assistance and help in managing the home, accompaniment to visits and errands, and administrative matter resolution), and social services (relational support, maintaining practical skills, psychological-educational support, home and telephonic assistance).

The recognition and disbursement of the universal provision are managed by INPS (Italian National Institute for Social Security).
