CCNL Local Functions: New Meeting for Contract Renewal

On September 9, negotiations resumed between trade unions and the Aran Employers’ Association for the renewal of the National Collective Labor Agreement (CCNL) for the sector for the 2022-2024 period. As reported in a statement by the Fp-Cgil, Aran presented new proposals for this agreement. These included the enhancement of the role of vice secretaries in EQ roles in entities without management teams; the treatment of staff contracted among different entities; the increase of the special fund in entities without management teams; and the external service allowance.

However, the trade unions expressed reservations about the resources allocated for the contract renewal and presented several critical reflections on multiple issues. The criticisms focused on the economic disparity between part-time staff entrusted with EQ roles and those employed in overflow in excess; the impossibility of increasing the special fund at the expense of additional salary, the need for additional resources, and the dispute around the abolishment of the minimum limit of 1.00 euro for external service allowances.

Ultimately, the trade unions stressed the necessity to address the economic disparity during vacations and proposed the consideration of equivalent qualifications to a degree for entry into the official area. The next negotiation meeting has been set for October 2, 2025.
