On August 8, 2025, the union organizations Feneal-Uil, Filca-Cisl of Piedmont, Fillea-Cgil Turin and Piedmont, and the employer associations Confartigianato Imprese Piemonte Costruzioni, CNA Piemonte-Unione Costruzioni, Fiae-Casartigiani Piemonte signed an agreement to determine the annual EVR (Elemento Variabile della Retribuzione or Variable Element of Remuneration) for 2025 for the artisan construction sector.
To determine this variable remuneration element, the Social Parties evaluated the performance of the artisan construction sector from January 1, 2025, through December 31, 2025. They compared data from the three-year period of 2024-2023-2022 with that of the previous three-year period 2023-2022-2021.
The evaluation of the territorial parameters resulted in 4 positive indicators and 1 negative indicator, demonstrating favorable conditions for EVR payment at a rate of 3.2%.
Each company, after evaluating their individual parameters, can submit documentation to the territorial reference Construction Fund by October 31, 2025. EVR 2025 amounts will be paid with the September 2025 salary.
Back payments earned from January to August 2025 will be disbursed within the December 2025 payroll, either in a single payment or in four tranches, as provided for in Annex C of the agreement.
EVR for the provinces of Asti, Biella, Cuneo, Novara, Verbania, Vercelli, Turin:

For Alessandria province only, the disbursement of the EVR 2025 will be decided by a subsequent agreement between the parties, to be defined by September 2025.
