The Italian National Institute of Social Security (INPS) announces an extension of their validation services related to disadvantaged status and inclusion in relevant treatment and assistance programs. Previously available to health departments under the Ministry of Health, these services are now offered to the Offices of External Penitentiary of the Ministry of Justice (UEPE).
As a prerequisite for accessing the Inclusion Allowance (ADI), applicants’ disadvantaged statuses and program inclusions are to be certified by Public Administration and subsequently verified by INPS. This process is facilitated by the “ADI Certificate Validation” service on the official INPS website originally intended for the Ministry of Health’s healthcare structures.
With the expanded service, UEPE can now validate the statements made in ADI applications concerning certification proving disadvantaged conditions as per Article 3, comma 5, letter f) of the D.M. no. 154/2023 for the applicants and/or their family members.
Upon UEPE’s confirmation of the applicants’ disadvantaged situation and their inclusion in corresponding care and support programs, if all additional requirements are met, their applications are approved and payments are initiated.
INPS clarifies that the requirement verification is deemed positive even if the validation procedure result is not recorded within sixty days following the institute’s communication, in accordance with Article 4, comma 6 of D.M. no. 154/2023. Nevertheless, additional checks are in place to secure access to the services.
To help applicants with form completion, tables outlining the Ministry of Health’s healthcare structures and the regional and provincial articulations of the Offices of the External Penitentiary of the Ministry of Justice have been published. If an applicant provides incorrect information like indicating a municipality instead of an office of the Ministry of Justice, they can request a correction from the territorially competent INPS structure prior to application processing completion.
