Continuing Negotiations for Renewal of the CCNL Central Functions

The Aran – the agency responsible for public labor negotiations in Italy, and FP-Cgil, the largest trade union federation in the country, held a negotiation meeting on December 3rd regarding the renewal of the current National Collective Labor Agreement (CCNL) for the period 2025-2027.

The Aran hopes for reasonable and time-efficient negotiations, and recalled the features of previous contracts such as the professional order reform for 2019-2021 CCNL, and the consolidation of principles in the 2022-2024 agreement. The agency also confirmed and promised to further detail the available resources in the next meeting.

The FP-Cgil underscored the need to compensate for the loss of purchasing power of wages experienced by workers during the 2022-2024 term and requested the establishment of safeguarding mechanisms to prevent deviations between planned inflation and actual registered inflation.

The union further raised concerns over the exclusion of non-signatory entities from negotiation tables and subsequently called for the reinforcement of relations and a review of the management and trade union capabilities, acknowledging the existing link between certified representation and worker participation.

Several issues were discussed during the meeting, including:

– Ensuring the application of the new professional order, accompanied by dedicated resources, across all administrations.
– Protection of remote work.
– Guaranteeing the presence of disabled individuals in the public administration.
– The impact of artificial intelligence (AI) and the subsequent need to ensure continuous training to address technological challenges.

At the conclusion of the meeting, the Aran reaffirmed that it is the responsibility of the National Collective Labor Agreement (CCNL) and the National Framework Collective Agreements (ACNQ) to regulate the involvement of trade unions in negotiation tables. The next meeting has been scheduled for December 18, 2025.
