The report on the situation of male and female personnel for the 2024-2025 biennium must be completed by April 30, 2026, according to a statement by the Ministry of Labour and Social Policies. From March 1, an online form for the report will be available on the Ministry’s “Servizi Lavoro” portal. This is mandatory for companies, both public and private, with more than 50 employees, and voluntary for those with fewer.
The report’s completion should be in line with the general compilation procedures set by the decree of June 3, 2024, adopted by the Ministry of Labour and Social Policies together with the Minister for Family, Birth and Equal Opportunities. The Ministry’s application will allow the use of data already collected from the previous biennium and update it if necessary. There is a dedicated section of the URP Online to support users.
Until the report deadline, companies intending to participate in public procedures requiring the biennial report could produce a copy of the one already presented for the previous biennium (2022/2023), supplementing it with the report for 2024/2025 by the deadline of April 30, 2026.
The ministry also advises that companies still uploading data for the 2022/2023 biennium must finish this process by March 15, 2026.
Penalties
Failing to send the report by obligated companies (even after regularization invitation from the relevant labor inspectorate) results in penalties as per Article 11 of Presidential Decree No. 520/1955. If non-compliance lasts over 12 months, suspension of any benefits enjoyed by the company for a year is ordered (Article 46, paragraph 4, Legislative Decree No. 198/2006). The National Labor Inspectorate verifies the report’s truthfulness, and if found to be false or incomplete, a financial penalty ranging from 1,000 to 5,000 euros is applied (Article 46, paragraph 4-bis, Legislative Decree No. 198/2006).
