Final Version of CCNL Commercio Confcommercio Agreement Signed

On February 3, 2026, the Commercial Confederal Union, otherwise known as Confcommercio, and the Worker’s Union, including Filcams-Cgil, Fisascat-Cisl, and Uiltucs-Uil, established a new collective labor contract known as Codice Cnel for employees working in the service and distribution sector. This agreement unifies the renewal of March 22, 2024, the supplementary agreement of March 28, 2024, and further subsequent understandings to create a unified, easy-to-refer-to source for both businesses and workers. As a result, reference to a new article numbering system is critical when drafting any new contractual agreements.

The agreement ushers in the introduction of the Cnel H011 contract code aimed at giving the text a specific identity and legal certainty. Regarding fixed-term contracts, an error in article 73 has been corrected to specify that the non-causality regime of 12 months also applies to extensions and renewals, in accordance with the prevailing regulation.

For employee classification, both parties agreed to initiate a dialogue in a dedicated committee to upgrade job profiles, focusing on the ICT sector’s evolution. In this regard, the qualification of the programmer-analyst has been reinstated at the 2nd level, replacing the previous term in the Developer’s family.

Concerning welfare, the agreement stipulates clearer computation methods for maternity and parental leave on the accrual of paid time off.

Lastly, the agreement acknowledges the festival of St. Francis of Assisi as an additional holiday. Thus, the new labor contract brings forth new legislative provisions while also reshuffling article numbering for the sector to enhance consultation and legal certainty.
