Agreement Proposal Signed for CCNL Social Assistance Institutions Uneba

On December 20, 2024, social parties Uneba, Cgil Fp, Cisl Fp, Fisascat Cisl, Uiltucs and Uil Fpl signed the renewal of the sector contract running from January 1, 2023, to December 31, 2025. Major administrative and economic changes were introduced.

From an economic standpoint, the agreement anticipates average gross increases of 10.4%, equivalent to 145.00 euros on level 4S. The increases will be disbursed in three portions: first, a 70.00 euro increase with the October 2024 pay; second, an additional 50.00 euros in July 2025; and third, 25.00 euros with the March 2026 paycheck.

Several other notable changes have been introduced as part of the agreement. For supplementary healthcare assistance, there will be an increase of 2.00 euros charged to the employer, effective from January 1, 2026. The Progressive Economic Treatment (TEP) has been abolished. A new measure quantifying 15 minutes in the work schedule for dressing and undressing has been introduced. Full salary integration for the mandatory maternity leave period has been instituted. Reasons for fixed-term contracts have been defined and the stabilization clause (raised to 30%) for temporary workers has been strengthened.

Lastly, with reference to personnel classification, there is a provision for the unification of category designation for educators at the 3S level and a unique categorization at 4S for OSS personnel. Furthermore, the 7th level for the categorization of “physical labor and/or cleaning staff” has been abolished. These changes mark a significant stride in improving worker conditions and benefits, ensuring a more equitable distribution of resources and obligations between employers and employees.
