On 10th February 2026, an agreement was signed regarding the Craftsmanship Qualification and Development Fund, applicable to the provisions of Appendix G-2025 of the National Collective Labour Agreement (CCNL) for Craftsmanship and Small and Medium-sized Construction Enterprises, dated 20th May 2025. The agreement was signed by Anaepa Confartigianato, Cna Costruzioni, Fiae Casartigiani, Claai Edilizia, Feneal-Uil, Filca-Cisl and Fillea-Cgil.
The agreement stipulates the inception of payment to the Fund from 1st October 2025, with a monthly payment of 2.00 euros per employee, regardless of the type of employment relationship. Companies subject to the aforementioned CCNL are also obligated to make this contribution.
From 1st January 2026, the Fund implemented a welfare provision designed for entrepreneurs of companies under the same contracts who are temporarily unable to perform their duties due to illness or injury. Companies that meet the criteria detailed in Appendix A-2025, effective from 1st January 2026, and implement the rescheduling of working hours under the conditions and procedures outlined in Appendix I-2025 can use the welfare provision to receive a bonus equivalent to the gross amount distributed to workers for hours in excess of the regular working schedule, up to an annual limit of 250 hours.
Therefore, the agreement set down the conditions for the qualification and development fund, established a welfare provision for incapacitated entrepreneurs, and outlined the terms for companies implementing changes to work hours to receive a bonus. The monthly contribution to the fund is 2 euros per employee, and the implementation of the welfare provision and bonus system began on 1st January 2026.
