On March 16, 2026, Ance Varese and the trade unions Feneal-Uil Alta Lombardia, Filca-Cisl dei Laghi, Fillea-Cgil Varese signed an agreement for the provision of the 4% EVR for the construction workers of Varese, following a verification of positive territorial parameters linked to productivity and competitiveness. The businesses are to proceed with the verification of their business parameters and for those that register two positive parameters, the EVR amount will be fully paid in monthly installments for a maximum of 12 months.
Companies with negative business parameters can apply a reduction of the EVR to 65% of the territorial amount or choose not to provide it at all. In order to utilise this reduction or exclusion, companies must submit a self-certification by June 30, 2026. Payment of outstanding amounts from January 2026 must be completed by August 2026.
The table provided indicates that for each employment level, the monthly or hourly EVR 4% value based on the minimum salaries or wages as of July 1, 2018. For example, an employee at the 7th level – the top echelon – would get an EVR of 68.83, while a first-employment 4th-level employee would receive an EVR of 34.41. This system applies to construction workers as well.
In case of a reduction in the EVR to 65% of its full value, the new EVR rates are also provided for each employment level. For instance, a 7th-level supervisor, instead of getting 68.83, would get 44.74 while a fourth-level first-time worker would get 22.37. Again, similar deductions apply to labourers. The specific value of each percentage is decided based on the minimum salaries or wages in place as of July 1, 2018.
This agreement is a positive step in maintaining workforce morale and a fair wage structure within the construction industry. It provides incentives to improve business parameters and remains sensitive to conditions where businesses may face downside risks. It is equally relevant to workers at all employment levels.
