CIPL Building Industry Frosinone: EVR 2026 Defined

On April 27, 2026, Ance Frosinone and the provincial trade unions met to examine the geographical indicators required to establish the amounts relating to the Variable Element of remuneration (EVR). The three-year periods examined were 2022/2023/2024 and 2023/2024/2025, and out of the four indicators, three yielded positive results. The verification of the years considered was left to the individual companies with the following two parameters: hours reported in the Construction Fund and VAT turnover.

Following the verification, there could be different scenarios:

1. If both aforementioned parameters were found equal or positive, the EVR would be issued at 75% of 4% of the basic pay minima in effect in 2025 (meaning 3% of the basic pay minima in effect in 2026).

2. If one of the company parameters was negative, the EVR would be issued at 52.5% of the aforementioned 4%.

3. If both parameters were negative, no EVR would be issued.

The amounts relative to these situations for both workers and employees with varying levels are listed in the attached tables. For businesses with both parameters equal or positive, the hourly amounts for workers range from 0,19 to 0,26, while for employees, they range from 32,02 to 64,04. For businesses with one negative parameter, the hourly rates for workers range from 0,10 to 0,14, and for employees, they range from 16,81 to 33,62.

In 2026, businesses must make the payment with the relevant report in April 2026 (which can be filled out from May 2026 onwards). However, if a business has provided the EVR to its employees with the January, February and March 2026 payslips, the company must still set aside the EVR provision in the Construction Fund Frosinone from the April 2026 report onwards.
