Bonus nuovo per le mamme 2025: domande e requisiti

The Italian National Institute of Social Security (INPS) has outlined new regulations for the “Bonus Moms”, a monthly contribution of 40 euros for mothers with two or more children. The measure, set out in law no. 95/2025 (converted, with modifications, from Law no. 118/2025), temporarily replaces the previous exemption scheme for contributions, with plans to resume it in 2026.

Eligibility criteria are as follows:

– Mothers with two children are eligible until the youngest child reaches ten years old;
– Mothers with three or more children are eligible until the youngest child reaches eighteen years old. However, this does not apply to mothers with permanent contracts.

Women eligible to apply include employees (both public and private sectors, excluding domestic work), self-employed women enrolled in mandatory pension schemes (including professional funds and Separate Management), and mothers with intermittent work contracts.

To qualify, the eligible families must have the required number of children as of January 1, 2025, or by December 31, 2025. If the requirement has been met by January 1, eligibility spans the entire year, excluding periods of suspended parental responsibility, or until the second child turns ten or the youngest child turns eighteen for families with three or more children. Should the requirement be met after January 1, 2025, the New Moms Bonus is applicable from the month the requirement is satisfied. The bonus remains intact even in the event of the child’s death or if exclusive custody is given to the father. Children who are no longer under parental responsibility are not considered in the eligibility criteria.

The annual wage must not exceed 40,000 euros.

The amount of 40 euros per month, which is tax-free and not relevant to ISEE (Equivalent Economic Situation Indicator), will be disbursed by INPS in a lump sum by December 2025 (or by February 2026), covering up to 12 monthly payments up to a maximum of 480 euros per year.

The benefit is granted based on an application to be submitted within 40 days of October 28, 2025. Women whose requirements are met after these dates can still apply by January 31, 2026. However, given that the deadline concludes on Sunday, December 7, and that December 8 is a public holiday, applications can be made until December 9, 2025, or as mentioned, up until January 31, 2026, but only if the requirements are met by December 31, 2025.

For minor or incapacitated mother worker, the application must be submitted by the parent with parental responsibility or by the guardian/curator, but they must still verify the requirements for eligibility. Mothers with parental responsibility can directly register the delegation in their name for the rights of the minor child online.
