On May 1, 2026, the Variable Element of Remuneration (EVR) will be issued at a full scale at 4% or reduced to 2.6% for provincial construction. An agreement for defining the Variable Element of Remuneration for 2026 was signed on April 14, 2026, by the Ance Cuneo and the Trade Union Organizations Feneal-Uil, Filca-Cisl, and Fillea-Cgil.
The decision was based on a review of 4 territorial indicators, including the number of workers registered at the Construction Fund, total working hours, declared wages, and CIGO hours. A comparison between the three-year periods 2023-2025 and 2022-2024 revealed positive trends for all considered parameters. Therefore, the provision was set at the maximum measure, which is 4% of the minimums in force as at March 3, 2022.
Now, individual companies must verify their business parameters, including work hours and IVA business volume. If both business parameters are equal or positive, the company administers the EVR at a measure of 4%. The provision commences on May 1, 2026, and the backlog of the previous months from January to April 2026 will be recovered.
If only one business parameter is negative, the company can dispense the EVR at a reduced measure of 2.6% of the minimums in force as at March 3, 2022. For applying the reduced measure, companies are required to send a self-declaration form by the end of June 2026 to ANCE Cuneo, the Construction Fund, and trade union representations. Failure to meet this deadline obliges the company to pay the EVR at a full measure.
The minimum levels effective March 3, 2022, for the full (EVR 4%) and reduced (EVR 2.6%) measures are listed as follows:
For the full EVR measure; Level 7 is €1,894.71 (€75.79), Level 6 is €1,705.23 (€68.21), Level 5 is €1,421.02 (€56.84), Level 4 is €1,326.31 (€53.05), Level 3 is €1,231.56 (€49.26), Level 2 is €1,108.41 (€44.34), and Level 1 is €947.36 (€37.89).
For the reduced EVR measure; Level 7 is €1,894.71 (€49.26), Level 6 is €1,705.23 (€44.33), Level 5 is €1,421.02 (€36.95), Level 4 is €1,326.31 (€34.48), Level 3 is €1,231.56 (€32.02), Level 2 is €1,108.41 (€28.82), and Level 1 is €947.36 (€24.63).
